The Audit Commission is set to make radical changes to local authority performance indicators for 1999/2000 in response to the onset of the government's best value regime
The indicators, which will be announced tomorrow, are intended to help assess the performance of individual councils. The changes will represent the biggest overhaul of the performance indicator system since the first consultation process seven years ago. Among the expected changes are more indicators to measure the quality and effectiveness of services, new indicators of user satisfaction, and changes to indicators to re_ect user experiences of services more accurately. The move follows the publication of a consultation paper involving more than 400 organisations, including councils, police forces, government departments and consumer groups. The commission is also looking to develop an indicator that measures the overall organisational health of local authorities. Over the coming year, the commission will be carrying out a pilot exercise with volunteer authorities to develop these organisational health indicators further.
