Counter Fraud Manager - Investigations
Background and Context:
Fraud Defence is the central counter-fraud function for the MOD. It takes the strategic lead for fraud, corruption and other economic crime matters across Defence, it represents the MOD as the victim of fraud and drives the MOD’s coordinated response to fraud. Fraud Defence provides subject expertise to inform risk decisions by Defence senior stakeholders on fraud & corruption; is the single reporting gateway for economic crime and whistleblower concerns, undertakes investigations and coordinates training and awareness.
The team’s work is high profile and demanding, and requires highly motivated and talented individuals to support the continuous improvement of MOD’s counter fraud and corruption maturity. The work is challenging and varied but is extremely rewarding, and provides an excellent insight into the workings of the MOD as a department of state.
Collaboration is at the heart of how we work. The team works closely with a wide range of diverse stakeholders across MOD, UK Government, across Defence Industry and internationally.
Fraud Defence requires an experienced Investigations Manager to lead and develop its Investigation team to deliver excellence. You will be based in London, but operating across the UK.
The position will provide the successful candidate with excellent experiences across a range of Competencies and therefore provide a good spring board for promotion.
You will be an experienced investigations manager with strong subject matter, management and organisational skills. Working to the Deputy Head of Fraud Defence - Operations, you will manage delivery of fraud, corruption and ethics investigations.
Experienced in managing multiple, demanding stakeholders, you will manage MOD’s response to allegations of fraud, corruption and unethical practice.
You will work collaboratively across MOD, UK Government, internationally and with Defence Industry to develop and share leading practices in investigations.
You will be comfortable with dealing with complex investigations and providing advice to senior leaders on investigatory approaches and findings.
You will support the continuous improvement of MOD investigation and whistleblowing methodologies.
As a member of the Fraud Defence team you will also have the opportunity to support the wider counter-fraud and corruption work at MOD, including supporting or leading projects and programmes of work designed to continuously improve the counter fraud and corruption maturity at MOD.

You will manage and support the development of more junior team members.
You will operative and inter-officiate across Fraud Defence portfolios as a Counter Fraud Manager and member of the senior leadership team.
The role will be a high profile and demanding one. It is desirable that you are a qualified accountant or internal auditor (Chartered or Certified) with at least 3 years forensic accounting. The key skills and experience required are:
- Strong experience of fraud, corruption, whistleblower and ethics investigations in a corporate or government environment;
- Strong experience of building and maintaining strong stakeholder relationships;
- Being confident and comfortable with working under your own initiative and supporting or taking the lead in complex matters; and
- Strong written and oral communications required.
You should ensure that, when demonstrating your behaviours, you use examples that relate to your experience of investigating fraud, corruption or unethical behaviour.
