Our client, a leading University based in the Central London area, are currently recruiting for an Interim Head of Payroll. The position will be for 3 months or longer with the view to potentially go permanent. The position will look to pay £25-30 per hour PAYE and the permanent equivalent salary would be up to £59,920 per annum.

Reporting to the Finance Director, your key responsibilities will be:
  • To be responsible for the management of the Payroll Department together with the continued development of the SAP payroll/HR system, to ensure that processes and payments comply with all statutory legislation and University financial regulations and policies
  • To manage all three of the University's payroll via a team of staff, to ensure that all payments (e.g. salaries, overtime claims, ad hoc, employee expenses, or other payments) and any deductions (e.g. tax, national insurance, pension contributions, salary advances, health subscriptions, repayment of season ticket loans, strike deductions) are made in an accurate and timely manner
  • To be responsible for providing guidance on the operation of four pension schemes including the three in which the University participates. This includes the responsibility for advising on the interpretation, implementation and any implications arising due to changes imposed upon the University and its employees within these schemes
  • To be responsible for managing and authorising the processing of all statutory and non-statutory year end returns, for example: P35, P14 and P60's to HMRC via e-filing and pension contributions and salary returns to all pension administering organisations
  • To monitor continuously all payroll activity, including the operation of the SAP system and to identify and problems or inefficiencies and to improve operational procedures and practices and/or propose changes in the configuration of the system to ensure compliance with all statutory and University policy and regulations
  • To be responsible for ensuring that all payroll and pension related enquiries, for example, from staff, HMRC, Contributions Agency, pension schemes, internal and external auditors, are dealt with in a prompt and confidential manner in accordance with customer service best practice
  • To undertake any other duties within their competence as required by the Director of Financial Services. This may include for example, assistance with scenario planning in relation to staff cost forecasts

Person Specification

Qualifications - Essential
  • Educated to degree level
  • CIPP Qualified (Institute of Payroll Professionals)

Training and experience - Essential
  • Current user of SAP payroll system with experience in updating SAP for legislative and statutory reporting requirements
  • Experience of reviewing current payroll processes and procedures and team capabilities, identifying operating efficiency's and implementing and delivering change
  • Good understanding of pension statutory and reporting requirements, ideally in the public sector
  • Experience in processing large numbers of 'ad-hoc' payments
  • Experience of managing a team
  • A team player
  • Excellent in Microsoft Office applications, especially Excel including the ability to write formulae and macros
  • significant experience of working at a senior level in payroll, with staff responsibility, in a medium to large complex organisation
  • Proven track record of developing and operating a modern computerised payroll/HR system. Ideally the post-holder will have a sound working knowledge of SAP payroll/HR
  • Experience of staff cost forecasting in an organisation with complex remuneration arrangements e.g. annual increments, multiple grade structures

Training and experience - Desirable
  • Experience in both public and private sectors would be an advantage
  • Have knowledge of and some experience with ex-pat/overseas payroll/tax jurisdictions
  • Experience in dealing with Schedule D Employment Status queries
