For small and medium-sized businesses there may well be a sting in the tail, as the chancellor's trend towards a credit regime specifically focused upon perceived special need areas and is creating yet another bureaucratic nightmare.

The simple approach would be to raise tax thresholds, but this is not considered to be a satisfactory solution as all earnings levels could benefit.

However the present approach does little to simplify the web of regulations which the poorer sector of the community must overcome to receive their entitlement.

Furthermore, much of the administrative burden is falling upon the smaller firms he is attempting to encourage.
