Andersen contributes to agency
Andersen Consulting has delivered what it describes as one of the largest and most complex client/server-based relational databases in Europe to the UK government’s Contributions Agency.
The system, called the National Insurance Recording System (NIRS2), went live on 10 February, and was the first major IT contract to be awarded under the auspices of the government’s Private Finance Initiative.
Andersen won the contract in 1995 and paid for the design and construction of the system itself.
NIRS2 was built on an open architecture platform and did not use any mainframe technology. It will replace the Agency’s ageing batch-based system (NIRS1), which was developed in the ’60s.
Over #40bn worth of National Insurance payments, pension scheme memberships and other contributory benefits will be recorded and accounted for on the system.
David Slater, strategy director at the Contributions Agency, said the system was”vital” to the agency. “It will help us introduce new pensions legislation, to improve service to our customers and to provide value for money to the taxpayer,” he said.
The client/server system will be used by 5,000 users across 100 UK sites and was built using HP Unix servers, a Sybase relational database, with software developed in C and C++.
Andersen will run the system for the next seven years across the Government Data Network from its newWarwick-based client/server centre.
