ICA urges private sector role in tax rewrite plans
Private sector involvement in the Inland Revenue’s tax simplification project must be boosted to make the law rewrite a success, claims the English ICA’s tax faculty chairman Simon McKie.
He backed the revamp, but warned that the Revenue’s plans were doomed unless the rewrite steering committee was truly independent and headed by a private sector chairman. McKie also argued that the Revenue would not be able to attract sufficiently qualified law drafters because of a lack of funding.
McKie said: ‘Unless the private sector is strongly involved, the rewrite may be based on a one-sided view of current tax law. Private sector involvement is vital in ensuring public confidence and support for the project.
‘The danger of under-funding is that junior or retired staff will be employed who either won’t have the confidence to stand up for the independent view or will be too out of touch with what’s going on today.’
A Revenue spokesman said a committee chairman would be appointed in December.
‘Private sector involvement is very important. We think we are offering the right money (#40,000) for the job and have had over 100 applications for the six vacancies.
‘We are not concerned by the age of the applicants, just the level of experience.’
