Budget 2003: Great power given to job centres
Gordon Brown has promised that the balance of power in moving people back into jobs will shift from Whitehall to local job centres.

Under new legislation, job centres will be able to develop their own plans, have discretion to give grant for training and travel to interviews and set up an ethnic minority fund to help those with extreme difficulty getting work.
As part of this the government will offer higher rewards for those managers who plan to help attain greater employment, while those not so successful will receive less.
