Eileen Munro, from the London School of Economics, told Accountancy Age that the system reduced time spent with children in favour of paperwork that measured the wrong targets. ‘Victoria did not speak English and it would have been time-consuming to gain trust,’ she added.
Social services are braced for the appeal of Lisa Arthurworrey, a social worker fired over the case. The Commission for Social Care Inspection, which took over from the Audit Commission, said it was committed to outcomes based on children’s experience.
