Peters, a Big Four-trained chartered accountant, joined as company secretary this year and now takes over as finance director.
Shipman, was company secretary since 1990 and finance director since 1998.
The publishing group said he was pivotal to the growth of the group, its flotation on AIM in 1996 and the eight years as a quoted company.
