PBR08: temporary allowance for 10p rate abolition made permanent

Income tax personal allowance gain for all basic ratepayers increased to £145

Alistair Darling has made the compensation package given out in the wake of
the abolition of the 10p basic rate of tax permanent.

People eligible for the personal tax allowance will now be in line for a gain
of £145, up from £120.
