English ICA axes two top posts in major reorganisation

The posts filled by two of the English ICA’s highest-ranking officials have disappeared in a major shake-up of the institute’s internal structure, writes Chris Quick.

Hilary Morris, director of district societies and boards, left the institute last month, while David Perry has stepped down from his position as the institute’s technical director. It is understood he will continue to work for the institute on a consultancy basis.

The positions of both respected high-fliers have been axed as part of the development of a new members directorate, announced last year, which is intended to merge all of the institute’s ‘member-facing’ activities.

Secretary-general John Collier took personal responsibility for setting up the new directorate, regarded as a key part of the institute’s strategy of getting closer to its members.

Its development, however, has been held back as the institute has struggled to find someone suitable to lead it.

The departures of the two top officials come less than two months after the institute found a temporary solution to its recruitment problem by appointing marketing and communications expert Michael Hockney as temporary director of the directorate. The former management consultant to the army has taken the job on a six-month contract.

Four new heads of technical, member liaison, faculties and member services will report to Hockney. Neither Perry or Morris will be among the new appointments.
