PBR05: Net borrowing on target

The government's net borrowing is on target, according to the chancellor

Net borrowing was £37bn this year, and will be £34bn next year then £31bn,
down to £26bn in the years after. As a percentage of GDP this equates to 2.2%,
1.6%, 1.6% and again 1.6%.
