Watchdog lays out nine questions for local governments to ensure better projects

Local governments have been given a set of guidelines to help them deliver
more successful public sector IT projects.

The questions focus on managing change, decision-making structures,
performance incentives and managing skills, which the NAO believes are key to
success.

These are: senior-level engagement, active participation on behalf of
clients, and winning support for change.
