    Next week CIPFA will be taking its members down to the seaside at Bournemouth to chat about the future of public finance.

    The keynote speech will be delivered by the worthy Rt Hon Andrew Smith MP, billed in the programme as the chief secretary to the Treasury. Well, he is at the moment, but obviously CIPFA has stuck its neck out and gambled that Smith will retain his seat today, and indeed his position in the government.

    Knowing accountants’ reputation for caution, perhaps they know something we don’t? Not that the election is a foregone conclusion, but stranger things have happened. Remember Portillo in 1997 …
