Louis Hall is joining OSI as assistant programme manager. He will be working with the Electricity Pool on the 1998 programme, reporting to the programme manager. Hall joins from Andersen Consulting Yuda Tuval has been appointed managing partner of KPMG Management Consulting’s Business Transformation Unit. The unit was formed last year to promote KPMG in the business transformation marketplace. Tuval joins from Cap Gemini where he headed the French office.

Envoy Systems has appointed Stefan Fafinski as a business development consultant. He joins from AIT where he specialised in project management of call centre implementations.

Ron Moss has joined the board of Parity as a director. Moss is currently the managing director of CSS Trident, a subsidiary of Parity.

Chris Green, has joined design and management consultancy, GIBB, as managing director of the business consulting group. Green was formerly managing director of InterCity and Network SouthEast.

Siemens Business Services has recruited Dale Birch as business development manager, to head up the service’s local government outsourcing initiative.

Birch was previously local government co-ordinator for Admiral Management Services.

Mike Fox has joined European IT services group, CMG. He has been recruited to head the consultancy’s Basle campaign preparing banks and financial institutions for the implementation of the Basle rules for capital adequacy.

Andersen Consulting is losing Clive Mosley, one of its senior managers, to the Organisation Consulting Partnership (OCP). Mosley is joining OCP as a partner.

Mike Mason-Williams has joined the health services team of Birmingham-based KPMG as an executive consultant. His role will encompass developing service planning and finance management within health authorities.

Martin Cunningham has joined facilities management company Haden FM, as financial controller. Cunningham was previously in the facilities management division of Mobil, when Haden tendered for the contract to outsource Mobil’s facilities management division. Although the company failed to win the contract, it gained a financial controller.

Martin Gore has joined 3c’s as a business manager. He previously worked as deputy finance director for the South East Thames Regional Health Authority as deputy finance director, and has held consultancy positions with P-Sec and Price Waterhouse.

Jerry Fell has left TSB to form his own company, Lawley Management Consulting.

Fell, who was previously head of purchasing and administration for TSB, will be specialising in advice to the financial sector in purchasing, supply management and facilities management.

Coopers & Lybrand is losing one of its management consultancy partners.

Dr Martin Barnes retires after 11 years with the firm. Barnes will continue to work with Coopers & Lybrand on assignments as well as independently.
