    Ewan Phillips has been appointed finance director of European Career Systems, which will launch jobs4publicsector.com this month. He qualified as a chartered accountant with Touche Ross in 1990 and spent five years as an audit manager before transferring to Deloitte & Touche Corporate Finance in 1995. He was promoted to director in the advisory department in 1997.

    Phillips spent four months in 1999 as interim finance director seconded to Spear International Group raising private equity finance.
