CFO kicked out of public institute

Council finance chief expelled due to misconduct

The Chartered Institute of Public and Finance Accountancy has expelled a
former local council chief financial officer for misconduct and breach of
professional standards.

Andrew Ecelson, the former CFO at North East Lincolnshire Council, was
expelled after council’s accounts were qualified by the district auditor in
2002/03 and 2003/04.

It also follows a public interest report published by the Audit Commission
which criticised the council for inadequate financial support services, weak
management systems and ineffective budgetary control and reporting.

In the 2005 Comprehensive Performance Assessments, the council scored no
stars.
