Charity FDs dismiss government proposals
The Charity Finance Directors Group has described as 'unworkable' government plans to tackle so-called charity muggers, known as chuggers.

The group gave a mixed response to Home Office proposals for new regulations on how charities undertake public collections.
It endorsed the general principle of establishing a comprehensive system of regulation.
But it claimed proposals for a ‘Lead Local Authority’ system would give too much power to local authorities at the expense of the charity commission.
The CFDG agreed local authorities should be given powers to ban specific face-to-face collections that would cause a ‘public nuisance’. But it argued the Charity Commission should retain powers to determine organisation’s general suitability to collect, which would be transferred to local authorities under the proposals.
Francis Ingham, CFDG’s policy and campaigns manager, said: ‘The plan for a “Lead Local Authority” system is simply unworkable. It would be inconsistent and cost both charities and local authorities substantial amounts of time and money.’
