Tory leader William Hague has committed his party to using tax incentives and private finance to help breathe new life into run-down inner city areas. The proposals mirrored those put forward by chancellor Gordon Brown, who made similar pledges at the Labour conference last week. It is understood one measure Michael Portillo has in mind, is to extend the enterprise tax shelter for investment in designated areas.
