In an ambitious move to modernise the UK’s tax system, HM Revenue and Customs (HMRC) is set to launch the first pilot for the Making Tax Digital for Income Tax Self Assessment (MTD ITSA) on 22 April 2024. This initiative marks a significant step forward in HMRC’s efforts to streamline tax reporting and compliance, particularly for self-employed individuals and landlords with substantial annual incomes.
The pilot, aimed at tax agents and accountants, seeks to trial the MTD ITSA reporting environment, focusing initially on clients who are either self-employed or landlords with an annual income exceeding £50,000. These individuals will soon be mandated to maintain digital records and submit quarterly updates of their income and expenditure to HMRC using MTD-compatible software from April 2026, with the threshold lowering to those earning over £30,000 from April 2027.

Craig Ogilvie, HMRC’s director of Making Tax Digital, emphasises the critical nature of this trial, stating, “We want to ensure that this service meets the needs of you and your clients.” By participating in the pilot, agents and accountants will not only help shape the future of tax reporting but also gain early access to the MTD ITSA system, allowing them to familiarise themselves and their clients with the new requirements ahead of the mandatory implementation dates.
