John Cullinane was appointed tax policy director of the Chartered Institute of Taxation in September 2015, taking over from Patrick Stevens who held the position between 2013-15. Cullinane is the third person to take the role at CIOT with John Whiting the first to have been appointed as tax policy director in 2010.
Cullinane was elected president of CIOT between 2006-07.
Having studied Philosophy and Economics at Wadham College, Oxford, Cullinane was an official at the Department of Employment Group between 1977-1986. He became a tax specialist at Arthur Andersen in 1986, a role he held for nearly 16 years before taking up the position of tax partner at Deloitte in 2002. Cullinane retired from Deloitte in 2015.
Cullinane has worked with government and international bodies to strengthen tax policy and ensure effective implementation of regulations.
Inclusion in Financial Power List 2018
Cullinane was named in 44th position on the Accountancy Age Financial Power List 2018.

The CIOT is the leading body for taxation professionals in the UK, covering all areas of taxation. The organisation’s key purpose is to promote education in taxation, with one of the main aims to increase efficiency and reduce complexity of the tax system.
The CIOT has 17,000 members and 4,000 students with entry into the organisation being by examination. It is a registered charity and a regulatory body.
CIOT’s current president is John Preston and Peter Fanning is the organisation’s chief executive.
