A statement from the Liberal Democrats reveals the party is still seeking clarification on fairer taxes, voting reform and education.
The news came in a statement from David Laws, an MP who is part of the Lib Dem team talking to the Conservative party.
The two parties met for three hours today but it also emerged that the Lib Dem negotiating team has also been speaking to Labour party representatives.
Commentators have expressed "surprise" that the Lib Dems and the Tories had not apparently made as much progress in their talks as many believed.
The Lib Dems want to increase the income tax personal allowance but it is understood about how it might be paid for. The Lib Dems intended to cover the cost with a mansion tax but it seems unlikely that the Tory party would accept that.
