The public spending watchdog found that seven out 11 regions in the UK saw increases in road tax dodging, as £193m was lost through evasion.
In total £4.6bn was collected in the year to April 2003.
The biggest culprits were motorcyclists with one in five not paying the road tax - overall 40,000 vehicles were clamped during the period from April 2002 to April 2003, compared with just 25,000 the previous year.
But the Driver and Vehicle Licensing Agency is not taking this lying down and is planning to increase the number of cars it wheel clamps. In London alone it is planning on tripling its workforce.
