With the release of the pre-Budget report imminent, opposition leader David Cameron will today outline tax proposals for employers in a move expected to underpin that of Gordon Brown.

Cameron has vowed to implement tax changed 'that will help to encourage businesses to take on workers and keep workers', according to ft.com

The proposals are expected to focus on a National Insurance payments holiday for companies recruiting staff.

'We want to help, we will help, and we will put money back in people's pockets and we will say where it comes from,' he said.
