HMRC has advertised for the role of non-executive chairman on the weekend, breaking from the standard practice of appointing an executive chairman in the past.
The new chairman is expected to come from the private sector and the role of chief executive will be advertised for later in the year, the FT reports.
The change to the management structure has been made as an executive chairman role is seen as too demanding for a single person to manage.
HMRC has drafted in former Barclays CFO Naguib Kheraj, Kate Barker, a member of the Bank of England's monetary policy committee, former HBOS FD Phil Hodkinson and former Unilever CFO Rudy Markham to advise on how to run the department for the next six months.
