The EU Council of Ministers wants the European Parliament to approve the proposed reforms without making any additional amendments, so that the regulations can pass into European law without further debates.

The proposals include committing Member States to allow filing of company documents by electronic means from January 2005. National governments could even insist on electronic filing in certain instances. Electronic copies of national company registries would be made public.
