In the wake of fierce criticism over student debt during this year's election campaign, education secretary Estelle Morris will lead the review, which will look at student support and tuition fees. Discussion will also involve officials and ministers from the education department, Number 10 and the Treasury.
Morris said: 'It was clear during the General Election that student debt was a major issue. I recognise that for many lower income families the fear of debt is a real worry and could act as a bar to higher education. I want to make sure that our future reform tackles this problem.
