But the Independent Advisory Group for Sexual Health and HIV, a panel of government advisers, this week recommended the removal or reduction of VAT on contraceptives, such as condoms, as it was acting as a 'disincentive to consistent use'.
The report said with sexual transmitted illnesses soaring and the UK holding the undesired title of the highest teenage pregnancy rates in Western Europe, the government should take measures to increase the use of contraception.
